the problem with this country is not the laws but rather the culture.

the PAGC has recently recommended the dismissal of the LBP president for alleged graft and corrupt practices. the same body has recommended the filing of criminal charges against him. unfortunately, the palace, through ermita, virtually exonerated him from his liability by refusing to dismiss the president saying that the palace would rather suspend him and issue a note verbale against him, anyway the government was not disadvantaged because the guy only stole ten thousand pesos.

what is goddam wrong with satur and teddy casiño? they allege that the case hurled against satur is politically motivated by his political rivals and questions the validity of the arrest warrant issued agaisnt him.

first, the warrant was issued by the court of Leyte, an independent apoltical branch of the government. the executive department cannot dictate on the court what to do otherwise anyone who should do so will be charged with commanding the judicial department, as duly penalized by the revised penal code.

second, he was saying that eh cannot possibly do what is being charged against him because he was in jail when he purportedly did it. i think satur should first think and read the law before he opens his mouth for the sake of saying something. in the revised penal code, one may be charged as principal by direct participation, meaning the one so charged was the exact person who consummated the crime. but eventhough a person may have not directly consummated the crime, he may be charged accordingly as principal by inducement, meaning the person so charged induced the principal by direct participation to consummate the crime. so being jailed in the year the alleged murder was consummated is not a defense for satur. and, if he really is not guilty then he can tell and prove that before the court! goddamit!

the issuance of the warrant of arrest, together with the custodial investigation, preliminary investigation, and preventive detention, are duly mandated by the law, the same law satur and teddy casiño braggingly protect.

i am so sick and tired of these people! for the sake of saying something bad to the against administration they would assume that the people are stupid to believe every mince of word they say.

and one more thing, i am so damn sick seeing these peopel in the street and allegedly fighting for the rule of law and at the same time break it as well. case in point, he had to be hand-carried from his cell to the waiting vehicle for his scheduled transport from MPD to leyte. well, that is a crime of Resistance as duly penalized by the revised penal code. and then he still has the gall to appear before media after it and say that his lawyers are studying the possible violations of the law the law enforcers have committed for bullying him from MPD towards Leyte. goddam you!

Grandeur sinks us to apathy everyday we see helplessness in this country. If only we will realize that there are no million miles in a single step and there is no splendor in a single step of a million-mile journey, then we can stop aspiring for what is unachievable to cease the growing apathy among us. We must now stop thinking about the ideal country we cannot have but instead aspire for an ideal country midst the imperfections. Admit it, we are one of the world’s biggest joke, and we cannot remove the stigma overnight. We cannot achieve what is ideal, at least not in this lifetime. But we can set what needs to be done so that what we aspire for today will never deprived from those who will live tomorrow. We must be reminded what a UP student journalist has once written: kung ako, sino? Kung hindi ngayon, kailan?

wisdom kuno

In the strip of Calvin and Hobbes, which was published few years ago in the lifestyle section of the Philippine Star, I have read Calvin saying that life is the best teacher after having been stung by a bee for messing up its hive. It never have inculcated a mince of wisdom upon me then that I have had to take too much to learn that some of the essentials in life can be learned in a kid.

I concede; I used to say that old time clichés are nothing but desperate struggles to make sense out of futility, but only now that I am learning that life’s clichés are the best wisdom that everybody cannot possibly want.

Life is the best teacher because only when one perceives through senses the pain the mental faculties conceive that one say never again. And when such has been learned empirically such wisdom becomes a nugget for ones everyday struggle to what Jessica Zafra aspires and what my girlfriend, her protégé through ink, seconds, global domination.

This is my shortlist of senatoriables:

Sonia M. Roco – it goes without saying that she is on the top of my list. I still believe in the principles of Aksyon Demokratiko precisely because these principles mirror the principles espouse by the late Senator Raul Roco. She runs with the platform of education. Too many politicians have used education as their platforms yet have failed to produce the desired results because they never knew how it is to be in the academe and they never realize how grave the problem of education in this country. Yes, one politician may say he knows all, but only those who have gone to teaching industry can say that he knows, and he feels. Sonia Roco has been a 25 year veteran in the academe. She knew and she felt how it is to be in the academe, how to make do with what the government has earmarked for education and she knows exactly what needs to be done to alleviate the problems in education.

Migz Zubiri – it is better to have one environmentalist in the senate than to have none at all. Some of the programs he wants to legislate, which I think are very important today, are the total log ban bill and the cyanide regulation bill.

That’s just it for the mean time. I do not need to fill all twelve positions up. If come election day and I am still not convinced on who to vote then I would not think in voting only two senatoriables.

Come election day I will not definitely vote for these candidates:

Edong Angara – I still have not forgotten how he convinced FPJ to run for the presidency last 2004 elections. To be a statesman, one must put the nation first before the party.

Chiz Escudero – I have attended a forum where he was the key note speaker. He speaks well and with sense, but he speaks words fabricated to perfection to appear inspiring. When I asked him to be realistic, he never gave me a concrete answer.

Tessie Aquino-Oreta – if I have not yet forgotten how Angara convinced FPJ to run in the 2004 elections, moreso have I not forgotten how Tessie Aquino-Oreta danced in jubilation in the failed impeachment trial of Joseph Estrada

Tito Sotto – hey, is it not that he was a staunch critic of the president? Butz Aquino has said it well: when someone from the administration party transfers to the opposition block he must be thinking of some righteous motives, because that is tantamount to political suicide. But when someone from the opposition transfers to the administration party, that is when a question of motive arises. I would have forgiven Sotto for jumping ship to the administration had he not lambasted, criticized and reduced the Arroyo administration into mere illegitimate regime.

Butch “pro pinoy” Pichay – he was one of the initiators of charter change in the lower house. He had supported the people’s initiative and the constitutional assembly, which will ultimately restructure the government from presidential to parliamentary, and from bi-cameral system to unicameral. He once said in an interview that the senate should be abolished. THEN WHY ON EARTH IS HE RUNNING FOR THE SENATE NOW!!!!!!

Cesar Montano – it goes without saying

Richard Gomez – it goes without saying as well

Honasan – he is being charged of rebellion. One offense of rebellion or coup d’ etat is pardonable. The second charge of rebellion IS TOTALLY IMPARDONABLE!!!

Mike Defensor – I will not forget his interview in channel 2 wherein he requested the media not to cover the coup d’ etat attempt of the marines at Fort Bonifacio. No one can abridge the freedom of the press and no one can restrain the right of the people to information, especially when such information is of public interest. Raul Roco once said, “do not become the monster you are fighting” I know Defensor was once an activist.

John Osmeña – last 2001 he swung his support from the majority to the minority that started the coup in the senate and stalled the senate for weeks. I cannot let that happen again. I hope John Osmeña realizes that he is carrying a surname that has established a long history of statesmanship

I hope mr. Rex Cortes would reconsider the idea of airing his “aso” jingle for some reasons:

1. The jingle was done in bad taste and is a black propaganda against Angara, Sotto, and Oreta. This is an election, it should be won with doable and achievable platforms and principles, and not by some bad taste jingle discrediting the image of some of the candidates.
2. It would paint an image on the opposition that they have no alternatives to what the administration has been offering that is why they resort to such black propaganda.
3. The cliché proves to be correct: sa mata ng bata, lahat ng gawa ng matanda lagging tama. I do need to qualify the principle such propaganda can teach to the youth.
4. Ever heard of Sympathy votes? During the 2004 elections, too many people underestimated FPJ due to his lack of educational degree. I was one of them. And too many of these people have aired such underestimation (I am also one of them) and I think too many people where persuaded by their conscience to vote for FPJ, who just rolled with the punches and kept mum about such underestimation, and thought that governance is also about compassion. This sentiment, I think, was caused by the people’s sympathy over FPJ. Same thing could happen today.
5. Contrary to the popular belief, I think, politics is not dirty; it is on how the people in politics run the system that makes politics dirty. It is like a motor engine; use refined fuel on it and it will run smoothly; use unrefined fuel would make the engine dirty. Such jingle would prove that my belief is correct and such dirt will not be attributable to politics, but to the person employing such dirty tactics.

The news early this evening said that a group of officials and the representative of the june 2006 nursing board takers have flown to the US to appeal the decision of the CGFNS denying the said batch of board examinees the visa screen certificates, which would enable them to work as nurses in the US. I think it is futile to appeal said decision because discretion lies on the hands of the officials of the CGFNS. They do not trust the competency of those who passed the june 2006 exams because of the leak and it is their right and their duty to deny said visa screen to those who have questionable competency. It is unfair really to those who passed the board exams fair and square, but the reality brought about by the leak is undeniable, whether they cheated or not is already beside the point, they are part of that batch where some cheaters tainted the credibility of the fair passers, nothing much could be done now but to retake the board exams to remove that stigma. The chairperson of the PRC quoted that the Philippines will not undertake such re-examination because the US cannot dictate to the Philippines what it has to do. But I think the honorable chairperson has totally missed the idea of the administrative functions of the CGFNS. The CGFNS is not suggesting said retake for the examinees to become full pledged nurses, but rather suggests that a retake is proper for the said examinees to be able to get the visa screen certificate. In all perspective, those passers are now nurses and they can now practice their profession in the Philippines, and perhaps in other countries other than the US. Should they really want to work in the US then they have to comply with the requirements set by the US agency tasked to provide permits to nurses educated abroad. In as much as the US cannot dictate to the Philippines what needs to be done, the Philippines cannot beg an administrative agency to reconsider its decision based solely on its discretion. Not even a court order denying the motion for mandamus asking that the licenses issued to all the examinees, which was affirmed by the Supreme Court only due to technicality, be annulled, could ever dispel the fear of the CGFNS on the credibility of the June 2006 board passers. Again its rather unfortunate to the fair passers, but as Jim Carrey used to say in Bruce Almighty, that is how the cookie crumbles.

Post script: on the lighter perspective, the denial of the CGFNS to issue the visa screen certificates is a blessing in disguise for the Philippines since said Board passers could not work in the US they are left with the choice to work here instead, in which, they are regarded as legitimate nurses (I do not share the same belief). It is good for the Philippines since we are already in dire need of nurses, and I think, before serving other nationalities, one must first serve his countryman.
