the problem with this country is not the laws but rather the culture.

the PAGC has recently recommended the dismissal of the LBP president for alleged graft and corrupt practices. the same body has recommended the filing of criminal charges against him. unfortunately, the palace, through ermita, virtually exonerated him from his liability by refusing to dismiss the president saying that the palace would rather suspend him and issue a note verbale against him, anyway the government was not disadvantaged because the guy only stole ten thousand pesos.
